These may not be relevant but just fringe thoughts that occur to me whilst reading your letter.

  a.. As a Parish Councillor in Nether Stowey, Somerset, I can share with you that the feeling is that these regional assemblies will come in as a "fait accompli" after the next election (that result may be crucial) So I see that as a real possible outcome in future planning. Not that I like it you understand!
  b.. AFO (Association of Festival Organisers) run a conference each year (soon November - Telford). They attract a wide spectrum of interests. I expect my main associations with Halsway Manor Society and Folk Camps society are very peripheral to much of what goes on and is discussed. However, I meet all kinds of enthusiast and it is sometimes the gems you pick up at a Licensing lecture about the future of entertainment or new school holiday schemes, that make all the difference when attempting to glean information. Search on the web.
  c.. AFO  arranged for an independent survey to be undertaken on tourism and folk activity. This has some extremely valuable findings. It main value is for organisation wishing to produce evidence to support applications to run events or to make bids for funding and grant applications. It demonstrates the worth of having a folk event in the area and the likely financial outcomes for local authorities and business, including all the hotels and B/B and the "spend" by each individual so attracted to the area. I am delighted at the level of support you have achieved. 42% sounds a good response to me. Often in some circles, decisions are made on the basis of much lower figures. Responses of 5% - 10% are frequently considered normal.
